The city of Tartu needs new cultural facilities in the downtown area, but environmentalists and concerned citizens have opposed its construction as that would mean sacrificing the valuable public green space of the Central Park. The primary challenge of this intervention, therefore, is to address these concerns and retain the sense of an open park.

Overall, the building pavilion merges with the landscape by blurring the boundary between inside and outside and creating an ethereal structure with floating and translucent volumes.
